Usage

Parameters
- The first parameter is a code from the URL of the file. For the file located at http://www.ctb.virginia.gov/meetings/minutes_pdf/CTB-07-1921-01.pdf use
07-1921-01. For post-2001 minutes use only the month and year (unless there is more than one from that month, in which case add the day); for example the file at http://www.ctb.virginia.gov/resources/CTBminutesNov2004.pdf (these URLs vary wildly) is11-2004and the file at http://www.ctb.virginia.gov/resources/2009/cm_MINUTES_Feb_5_09.pdf is02-05-2009. - page: the page of the minutes. If citing more than one page, use pages instead.
- accessdate: the date the minutes were accessed.
- quote: a quote from the minutes

Pages which incorrectly use second positional parameter are included in Category:CTB template errors (0).
