Highway 384 (AR 384) is a state highway in Jackson County, Arkansas. The route runs east from the small town of Newport, Arkansas to a rural part of the Arkansas Delta. The route was created in 1973 and extended in 1975. A spur route was created to the Arkansas Department of Corrections Newport Complex in 1996. Both routes are maintained by the Arkansas Department of Transportation (ArDOT).

Route description

AR 384 begins at a junction with AR 367 (former US Route 67 [US 67]) in the small town of Newport in the Arkansas Delta. The highway runs east as a section line road named Stegall Road to junction with US 67.[3] AR 384 crosses US 67, which is a freeway in this area, via an overpass. On the east side, AR 384 serves as the southern terminus for AR 267 (Commerce Boulevard). The highway continues east, crossing Village Creek and exiting the municipal limits into unincorporated Jackson County. AR 384 serves as the southern terminus for Highway 384 Spur (AR 384S) before passing through the unincorporated communities of Murphy's Corner and Stegall before curving north near the Cache River National Wildlife Refuge. The highway runs briefly as a north-south section line road before a junction with AR 18, where it terminates.[4]

The ArDOT maintains AR 384 like all other parts of the state highway system. As a part of these responsibilities, the department tracks the volume of traffic using its roads in surveys using a metric called average annual daily traffic (AADT). ArDOT estimates the traffic level for a segment of roadway for any average day of the year in these surveys. As of 2023, traffic ranged from 5,800 vehicles per day (VPD) near the west end, dropping to 3,000 VPD east of US 67, and 540 VPD east of the spur route.[5]

No segment of AR 384 is part of the National Highway System (NHS),[6] a network of roads important to the nation's economy, defense, and mobility.[7]

History

In 1973, the Arkansas General Assembly passed Act 9 of 1973. The act directed county judges and legislators to designate up to 12 miles (19 km) of county roads as state highways in each county.[8] Under the act, the Arkansas State Highway Commission created this segment of AR 384 on April 25, 1973 between US 67 in Newport and the unincorporated community of Murphy's Corner.[1] It was extended east to AR 18 on April 23, 1975.[9]

Highway 384 Spur (AR 384S) is a spur route in Jackson County, Arkansas.

Route description

The route begins at AR 384 in a rural area east of Newport. The highway runs due north as a section line road to the Arkansas Department of Corrections Newport Complex, which includes the Grimes Unit and McPherson Unit just south of the Newport Municipal Airport. State maintenance terminates outside the main access drive for the facilities, with the roadway continuing as a gravel road under county maintenance.[4] In 2023, the annual average daily travel was 870 VPD.[5]

History

The Arkansas State Highway Commission created the designation to serve traffic generated by a new correctional facility on August 28, 1996.[11]
