The A33, also known as Dossor-Kulsary-Aktau Highway (Kazakh: Доссор-Құлсары-Ақтау автожолы), is a primary highway located in Western Kazakhstan that connects the Atyrau Region with Mangystau which are located on the Aral Sea coast, this highway connects the cities of Dossor, Kulsary and Beyneu with the port of Aktau.

History

The Asian Development Bank (ABD) donated approximately USD$800 million for the reconstruction of 470 km of the A33 highway, specifically between Beyneu and Aktau as part of the “Center West Regional Development Corridor” project.[2]

In 2014, the construction process for a new highway connecting Shetpe to Aktau was started, financed by the Asian Development Bank (ADB) and carried out by the Turkish construction company Alsim Alarko in collaboration with the Kazakh company QazAutoJol.[3] Later in 2015, officials from the Mangystau Region Highways Department confirmed much of the completion of the A33 reconstruction projects between Shetpe and Aktau as part of the Nurly Zhol (Kazakh: Нурлы жол) Program initiatives.[4]

In 2015, reconstruction of several sections between Aktau and Beyneu began with a budget of approximately 83 billion tenge.[a] In the same year, the Moroccan construction company "IRTA" (International Road Technologies and Applications) was contracted for the repaving of several sections of the A33.[6] Throughout 2020, major projects were undertaken to improve infrastructure in the Mangystau region, including the partial rehabilitation of the A33, specifically from kilometer 312 to 332.[7] In the course of April 2022, the A33 had to be partially closed between the Beyneu and Aktau sectors following intense sandstorms.[8]

In early April 2024, traffic had to be suspended around 103 km between the Dossor and Beyneu sectors due to flooding that had disrupted the infrastructure of the A33.[9] This was caused by the overflow of the Jem/Emba River (Kazakh: Жем ; Russian: Эмба). Later in the same month, the state-owned construction company “QazAutoJol” provided 12 water pipes as well as several trucks to clear the road.[10]

Route description

Atyrau Region

The highway starts at the intersection with the A27 in the town of Dossor. The highway passes much further south and connects the town of Kulsary, in this section the A33 passes around the Kursai River (Kazakh: Құрсай). This section of the A33 crosses the desert area of the Atyrau region passing around the Toltır Lake (Kazakh: Толтыр көлі).

Mangystau Region

The A33 connects the town of Boranqul and then goes much further south to the city of Beyneu. The national road subsequently passes around the Archaeological Complex of the Old Mosque of Beket Ata in Beyneu.[b]

The A33 then crosses the locality of Say-Otes/Sayötesh, the highway then goes much further southwest and crosses the Ustyurt Plateau to the area of the Man Ata Mausoleum (Kazakh: Ман ата кесенесі).[12] The highway goes much further east and surrounds the Besshoky/Bessoky Mountain (Russian: Гора Бесшокы),[13] then it crosses the area around the Zharmysh Krasnyy Canyon (Russian: Жармыш Красный каньон, romanized: Zharmysh Krasnyy Kan'on).[14]

The A33 heads much further east and has to go around Mount Karadermen (Russian: Гора Карадермен ; Kazakh: Қарадиірмен тауы) to reach the town of Shetpe.[15] At this point the highway goes much further south until it reaches the locality of Beki and then crosses the Yesen Ata Cemetery (Kazakh: Есен ата қорымы, romanized: Esen Ata Qorymy). The A33 then bypasses the town of Zhetybay and then intersects with the A34 and A36.

The A33 goes much further west across the boundaries of State Nature Sanctuary Karakiya-Karakol (Kazakh: Қарақия-Қаракөл мемлекеттік табиғи қорығы). From this section the highway goes to the metropolitan area of Aktau, capital of the region.
