State Highway Loop 354 (Loop 354), also known as Harry Hines Boulevard, was a 4.148-mile (6.676-kilometer) long state highway located in the Dallas metropolitan area of Texas. The highway began at Loop 12 and Spur 482 in Dallas and ended at Interstate 35E in Farmers Branch. Loop 354 was commissioned in 1961 and was originally signed as multiple business routes of US 67, US 77 and US 80. Until 1991, Loop 354 continued south from Loop 12 through Dealey Plaza in downtown Dallas, to a southern terminus at I-35E and Saner Street. The highway was decommissioned in 2018 and handed over to the city of Dallas for maintenance and ownership.
Route description
Loop 354 began at a diamond interchange with Loop 12 and Spur 482, northwest of downtown Dallas. The highway proceeded northwest along Harry Hines Boulevard, parallelling the DART Light Rail and Interstate 35E through Northwest Dallas and the Asian Trade District. The route was mainly a six-lane divided highway with a grass median and occasional frontage roads. All major intersections along Loop 354 with local arterial roads were traffic controlled at-grade intersections with no grade separated interchanges. North of the Asian Trade District, Loop 354 passed underneath I-635, at the I-635 interchange with I-35E. There was no direct access or connection to either Interstate at this junction, except for two intersections with the north and south frontage roads of I-635. Loop 354 continued northwest from I-635, leaving Dallas and entering the city of Farmers Branch. Around 0.5 miles (0.80 kilometers) north of I-635, Loop 354 turned northeast on Morgan Parkway, ending at an intersection with the west frontage road of I-35E at exit 440B.[2][3]
History
Loop 354 was designated on September 19, 1961, from Interstate 35E (I-35E) to Saner Avenue and I-35E in Downtown Dallas.[1] The highway traversed old sections of U.S. Route 67 (US 67), US 77, and US 80, and was signed as US 67 Business (US 67 Bus.), US 77 Bus., and US 80 Bus. The route of Loop 335 contained older routings of the three aforementioned U.S. Highways. On June 25, 1991, the section of Loop 354 from Saner Avenue to Loop 12 was cancelled and removed from the state highway system, as that section of Loop 354, as well as Loop 260, were given to the city of Dallas. This section is now Harry Hines Boulevard, Cedar Springs Road, Field Street, Spur 366/Broom Street/McKinney Avenue, Lamar Street, Elm Street/Commerce Street, Houston Street/Market Street, Jefferson Street Viaduct, Marsalis Jefferson, and Zang Boulevard.[4][5][6] Harry Hines Boulevard is named for Harry Hines in honor of his work helping to get roads paved in this part of the state. Harry Hines served on the Texas Highway Commission from February 15, 1935, to April 11, 1941, and for the first two years as its chairman according to the records at the Texas Department of Transportation.[7] The remainder of Loop 354 was given to the city of Dallas on March 29, 2018.[8]
