Article maintenance

I am making some category changes because of inconsistencies in the categories listed for Category: namespace pages for articles with various issues.

As of June 11, the only thing I'm currently doing is adding a new category which could be renamed and moved into the right place in the future. For now, I'll add it to Category:Maintenance.

Inconsistency examples: 

   1. Category:All articles in need of updating is in Category:Maintenance
   2. Category:All articles with unsourced statements is in Category:Maintenance categories
   3. Category:All articles to be expanded is in Category:Cleanup
